Mexico: Land of Poor Rich Drug dealers and vendors with Arms and Ammunition

* MEXICO: GOVERNMENT AND PARTY STRUGGLE TO BENEFIT FROM MONEY TO THE POOR

* JUICY PROFITS TO VENDORS OF ARMS AND AMMUNITION FOR THE ARMED STRUGGLE AGAINST NARCO EN MEXICO

* Who will HELPING THE POOR: THE FEDERAL GOVERNMENT OR THE GOVERNORS?

OF JOSE A. PEREZ STUART

The desperate, isolated and depressed government of Mexico's President Felipe Calderón, who has launched not only against employers of their country, but also as against the entire U.S. Congress of course "protectionism", seems to have added two more losses:

1 .- The struggle waged war against drug traffickers operating within its territory, has been tacitly declared lost by the major centers of economic power, which for the second year have chosen to one of the principal leaders of the Mexican drug trade in Mexico Joaquin Guzman Loera "El Chapo" as one of the most powerful men in the world.

2 .- The Mexican government expenditure budget for next year, opposition MPs and senators have blocked government offices may use a large amount of economic resources in programs to help the weaker sections of the population, which might be used to benefit the ruling party, the PAN.

In fact, after the crushing defeat in series that the team has suffered since President Calderón's general election last July, it appears that the last hope of the Mexican regime was dissolved a parastatal, as the Society of Light and Power Center to benefit the political party that brought him to power.

In fact, the Calderon government pushed through a media campaign of character to support his decision to dissolve the aforementioned company Luz y Fuerza del Centro. One of the men closest of the Mexican president, the secretary of Social Development, Ernesto Cordero Arroyo, immediately rushed to declare that the financial resources previously used to finance the defunct company, would now be employed by the department at his office, in support programs to support.

As is known widely, repeatedly noted that by providing assistance through the Social Development Secretariat, government policy has encouraged the promotion of the party in power.

Faced with this situation, the opposition parties in Mexico demanded that those resources directly handle the state governments and not the governmental unit.

What we're seeing in Mexico, then, is a political struggle to make the poor an electoral force.

If the government aims to benefit the party in government, ample financial resources to use in social assistance programs designed from the offices of the federal government, opposition parties have opted to give their money to state governments they control. With the latter, the poor benefit from the aid resources should thank the governor of their state and not the President of the Republic. The benefits are for the party to which belongs each governor and not the party that controls the Mexican president.

But that's not all.

For the second consecutive year, Forbes magazine has scored the famous Mexican drug lord, Joaquin Guzman Loera "El Chapo" as one of the most powerful men in the world. The inclusion is a severe blow to the prestige of the campaign that the Calderon government has embarked on a nationwide army, faced with clashes between the gangs control the market.

The struggle, as already noted in this species, has several dark spots:

1 .- It is mainly navy.

2 .- The campaign has not been accompanied by a massive and systematic character to avoid consumption.

3 .- During the previous Mexican government, the aforementioned "Chapo" Guzman escaped from a local jail inexplicably and it cost him his job in charge of the prisons, Jorge Tello Peon, who had been in charge of government intelligence center, CISEN during the administration of Ernesto Zedillo.

4 .- However, the government of Felipe Calderón returned to employ Tello Peon and now is the security advisor to Mexican president himself.

5 .- El Chapo Guzman remains at large. Some critics say that his drug distribution network remains untouched and that only law enforcement groups have attacked the other bands.

In the last hours has been reported that the financial apparatus of networks dedicated to drug trafficking have not been affected. The fight against drug has therefore been primarily navy, which has generated an increase in spending on arms and ammunition of all participants in public brawls.

Against this dynamic expenditure on armaments and munitions, the big winners have been brokers, sales agents who follow levándose fat commissions. In Mexico is said that during previous governments, the middlemen between manufacturers and purchasers of arms from them formed large amounts of capital now have given "respectability" as entrepreneurs, to appear suddenly as owners of giant companies in several sectors .

So, while unemployment rose to record levels and the fight is fought between the Mexican government and opposition political parties for the electoral benefit of helping the poor with welfare programs, those who make fortunes are the representatives of corporations producing weapons that are having the domestic market, both the military and the mafia.
