While Germany continues to fall in the unemployment rate due to tax cuts enacted by the Social Christian government of Angela Merkel in Mexico alone has received a true gift of Kings is the richest and most powerful drug trafficker in the world: Joaquin Guzman Loera, known as El Chapo.

Indeed, Mexican security forces have achieved what he never could Chapo: decapitating and dismembering his band go rival that of the Beltran Leyva brothers.

So, 2010 is presented as one of the most difficult for the Mexican population:

* Increased taxes.

* New taxes.

* Inflation of costs sustained by the increase in motor fuels by the government.

The picture is bleak:

* Credit institutions and department store chains face an increase in the number of accounts outstanding.

* The demand in general has fallen.

* Only the commercial channels have been relatively constant figures, by the sale of essential goods, since the bulk of the population is once again immersed in a subsistence economy. This explains the rise in sales of brands like WalMart, for example.

* Shipments of capital into the country - from U.S. to Mexico, on behalf of farmers who have been illegally or legally admitted to the American Union in the hope of a decent standard of living - has deteriorated significantly as a result of the crisis in the U.S..

CHANGES IN CALDERON

And the environment in which there were

Faced with such economic outlook, but the war still shot against drug trafficking, the date without submitting a comprehensive comparison, which attack all areas of production, cultivation, widespread consumption. Faced with the reactions in many different ways, efforts have measures that can be missed for any analyst of the Mexican political scene:

1 .- One week after the execution dee Beltran Leyva, ie on 23 December, Mexican President Felipe Calderón ordered a series of highly significant changes to the intelligence analysts from the outside:

* He appointed Juan Miguel Alcántara Soria as executive secretary of the National Public Security System (SNSP)

3 .- As a result of the above, were indicted and suspended from their duties to employees under the Local Forensic Medical Service, who immediately fought back and declared that they had not made the manipulation of the body of Beltran Leyva. By contrast, said: "In their statements located in the administrative record VG/SV/302-12 experts say that when they arrived to the scene Beltran Leyva's body" had already been drawn and not at the place where he fallen. "

The inspector general of the department, Erwin de las Casas Oscar Flores, said the experts reported in its report that the order for the removal of the corpse was a federal authority, but could not identify them because they were covered face.

The workers told the local press that "when they arrived at the crime scene, everything had been handled by members of the Secretariat of the Navy of Mexico, then why now they want clean with us, because of something you never did" .

Anonymously said that among the irregularities inherent in this case shows that came to an "uprising" that corresponded to them because their source was federal in nature.

They add that shortly after one am on that Wednesday the coordinator of the Medical Examiner and Forensics Service were ordered to transfer the scene for the removal of the corpse, "all in the midst of a strong secrecy by the elements Navy, but not those who were in uniform, but other plainclothes.

The Forensic Medical Service workers demonstrating against because federal authorities are trying to hold them accountable for something they did not commit.

The fact is that after these images and the scandal it generated in all sectors, President Felipe Calderón made those changes in the area of national security. Highly significant. The intelligence analysts have been assessing, under algunbos other elements:

* Tello Peon CISEN he led during the administration of Ernesto Zedillo. In the six years, were held "leakage" of phone calls and others that tended to discredit the former President Carlos Salinas de Gortari and his family through TELEVISA news programs, for example, whose presidency was news area occupied - and to date - for a close excolaborador Ernesto Zedillo.

Mientras en Alemania sigue bajando la tasa de desempleo gracias a la reducción de impuestos decretada por el gobierno social-cristiano de Angel Merkel, en México el único que ha recibido un auténtico regalo de Reyes es el narcotraficante más rico y poderoso del mundo: Joaquín Guzmán Loera, llamado El Chapo.

En efecto, cuerpos de seguridad mexicanos han conseguido lo que El Chapo nunca pudo: descabezar e ir desmembrando a su banda rival, la de los hermanos Beltrán Leyva.

Hoy, gracias a ello, El Chapo no parece ser ya un capo de capos, sino en Rey de Reyes.

El panorama que se presenta en México, con ello, es contrastante: el grueso de la población enfrenta la carestía de la vida y el desempleo, en tanto en la prestigiada  revista Forbes aparece Joaquín Guzmán Loera, El Chapo, como uno de los hombres más poderosos y más ricos del mundo.

El gobierno mexicano optó por la misma vía que el socialista español: alza en los impuestos, para trasladar a la sociedad el costo de la crisis. En contraste, el gobierno alemán asumió la vía opuesta y el éxito es contundente, pues la tasa de desempleo mantiene una reducción constante.

Así las cosas, el 2010 se presenta como uno de los más difíciles para la población mexicana:

* Incremento en los impuestos.

* Nuevos gravámenes.

* Inflación de costos sostenida, por la elevación de combutibles a cargo del gobierno.

El panorama no es halagüeño: 

* Las instituciones de crédito y las cadenas de tiendas departamentales enfrentan un incremento en el número de cuentas sin liquidar.

* La demanda en general ha caído. 

* Sólo las cadenas comerciales han registrado cifras relativamente constantes, en virtud de la venta de bienes indispensables, dado que el grueso de la población se encuentra una vez más sumergido en una economía de subsistencia. Esto explica el alza en ventas de firmas como WalMart, por ejemplo.

* Las remesas de capitales al país --desde Estados Unidos a México, por cuenta de campesinos que ilegal o legalmente se han internado en la Unión Americana en la esperanza de encontrar un nivel de vida digno--, ha bajado en forma significativa como consecuencia de la crisis en EU.

LOS CAMBIOS DE CALDERON

Y EL ENTORNO EN QUE SE DIERON

Frente a tal panorama económico, sigue sin embargo la guerra a balazos contra el narcotráfico, sin que a la fecha se presente una confrontación integral, que ataque todos los rubros: producción, cultivo, consumo generalizado. Nada de eso. Es decir, otras dependencias que deberían colaborar activamente, permanecen como ajenas al esfuerzo realizado por Calderón. Se carece de una campaña de carácter preventivo, contra el consumo y los riesgos de participar en el mercadeo, por ejemplo. 

Lo más significativo de todo ello es que el macabro festinamiento de algunas autoridades mexicanas por el acribillamiento oficial de uno de los Capos de Capos en la ciudad de Cuernavaca, Arturo Beltrán Leyva, tuvo un efecto político contraproducente:

A) La divulgación de imágenes del cuerpo desnudo, ensangrentado y artificialmente cubierto de billetes, de Artuto Beltrán Leyva, se le revirtió a las autoridades mexicanas tanto a nivel nacional como internacional, que fueron severamente criticadas.

B) La reprobación incluyó a dignatarios de la Iglesia Católica, como monseñor Raúl Vera, quien expresó que el acribillamiento de Beltrán Leyva --con decenas de orificios de bala, muchos de los cuales producidos por disparos a muy corta distancia--, permitían afirmar que el asesinato de aquél había sido una auténtica ejecución extrajudicial. 

C) El 19 y 20 de diciembre, en este mismo espacio nos hicimos eco de apreciaciones realizadas por dignatarios de la Iglesia en privado, al evidenciar que la ejecución de Beltrán Leyva parecía haber sobrepasado el límite de la legalidad para acercarse al de la vendetta, y que escenas de esa naturaleza no se veían en México desde la guerra gubernamental contra los católicos, entre 1926 y 1929, conocida como Guerra Cristera, en la que los elementos del ejército colgaban en postes las cabezas de los líderes religiosos asesinados.

Frente a las reaciones en los más diversos medios, se emprendieron algunas medidas que no pueden pasar desapercibidas para ningún analista de la escena política mexicana:

1.- Una semana después de la ejecución dee Beltrán Leyva, esto es, el 23 de diciembre, el Presidente mexicano Felipe Calderón ordenó una serie de  cambios altamente significativos para los analistas de inteligencia del exterior: 

* Designó  a Juan Miguel Alcántara Soria como secretario ejecutivo del Sistema Nacional de Seguridad Pública (SNSP) 

* Alcántara Soria reportará a la Secretaría de Gobernación y no al Secretario de Seguridad Pública.

* Lo anterior significa que dejó de ser responsable del Sistema Nacional de Seguridad Pública el secretario de Seguridad Pública, Genaro García Luna.

* Descendió a Jorge Tello Peón (que aparece a la izquierda) y sólo lo dejó como secretario técnico pero del gabinete de seguridad nacional, adscrito a la Presidencia de la República.

2.- Cuatro días después de dicho cambio, el gobierno de Morelos anunció el inicio de investigaciones para esclarecer quiénes habían manipulado el cuerpo de Arturo Beltrán Leyva luego de su ejecución en Cuernavaca.

3.- Como resultado de lo anterior, se acusó formalmente y se les suspendió de sus labores a empleados menores del Servicio Médico Forense Local, quienes de inmediato se defendieron y declararon que ellos no habían realizado la manipulación del cuerpo de Beltrán Leyva. Por el contrario, señalaron  "En sus declaraciones radicadas en el expediente administrativo VG/SV/302-12 los peritos afirman que cuando llegaron al lugar del crimen el cuerpo de Beltrán Leyva "ya había sido arrastrado y no se encontraba en el lugar donde había caído".

El visitador general de la dependencia, Óscar Erwin de las Casas Flores, declaró que los peritos relataron en su informe que la orden para realizar el levantamiento del cadáver fue de una autoridad federal, aunque no pudieron identificarlos porque estaban cubiertos del rostro.

Los trabajadores declararon a la prensa local que "cuando llegaron a la escena del crimen, todo había sido manipulado por elementos de la Secretaría de la Marina Armada de México; entonces por qué ahora se quieren limpiar con nosotros, culpándonos de algo que nunca hicimos".

De manera anónima afirmaron que entre las irregularidades que encierra este caso se observa que acudieron a un "levantamiento" que no les correspondía porque su origen era de carácter federal".

Agregan que poco después de la una de la mañana de ese miércoles el coordinador del Servicio Médico Forense y Periciales les ordenó trasladarse al lugar de los hechos para realizar el levantamiento del cadáver, "todo ello en medio de un marcado hermetismo por parte de los elementos de la Marina, pero no los que estaban uniformados, sino otros vestidos de civil".

"Al llegar a (conjunto habitacional) Altitud, nos piden que nos detengamos, nos ordenan esperar, esto en la entrada, posteriormente nos permiten ingresar a la parte baja, al jardín antes de iniciar el ingreso a los edificios, donde nos recibe un hombre y una mujer vestidos de civiles, que creemos son de la Marina, y son ellos los que nos dicen cómo hacer las cosas, yendo en primer lugar a ver dos cadáveres que habían quedado afuera, sin que se nos permita recabar las evidencias como lo establece la norma, nos dicen que así como están las cosas, hagamos nuestro trabajo".

"Al ingresar a los edificios y llegar al departamento 201 encontramos el cadáver número 3, que después sabríamos era el de Arturo Beltrán Leyva, pero para esto, cuando llegamos a este lugar, los de la Marina permiten el acceso de los reporteros y camarógrafos de los medios de comunicación y es ahí donde se altera la escena del crimen, mientras nosotros estamos en una habitación contigua, los de la Marina dejan que los fotógrafos y camarógrafos tomen imágenes de un cuerpo, que ya estaba cubierto de billetes de diferentes denominaciones y otros objetos".

Los trabajadores del Servicio Médico Forense manifestaron su inconformidad porque las autoridades federales tratan de responsabilizarlos de algo que ellos no cometieron.

"En lo que es obvio, sólo los elementos de la Marina tenían el control total de la escena del crimen; tan es así, que momentos después de que nosotros terminamos de hacer nuestro trabajo, como ellos nos dijeron y quisieron que lo hiciéramos, llegaron elementos de la Procuraduría General de la República y nos reclamaron, de porqué habíamos hecho los levantamientos, si era a ellos a quienes correspondían estas indagatorias, pero les explicamos que nosotros sólo recibimos órdenes; entonces, ahora porqué nos quieren culpar de algo que no hicimos".

Los trabajadores afirman que con los señalamientos en su contra no solo son ubicados como presuntos responsables sino que son colocados en un estado de total indefensión.

"¿De qué se trata?, de que las autoridades federales se limpien con nosotros a costa de lo que sea; eso es criminal y será su responsabilidad lo que nos pase", afirmaron.(El Universal, 29 de diciembre de 2009).

4.- Se pudo notar el afán, de quienes ordenaron las fotografías, de involucrar símbolos e imágenes religiosas, concretamente católicas, con el cuerpo de Arturo Beltrán Leyva.  Incluso le colocaron un Rosario, una medalla, la imagen de un santo y demás. En otra podemos observar cómo le juntaron sobre un mueble, diversas imágenes de la Virgen María en sus diferentes advocaciones. Y por si ello fuerfa poco, el ánimo de "bajarle los pantalones". Parece también ponerse en evidencia que no murió primero como efecto de la refriega, ya que presenta el brazo derecho completamente zafado, desprendido del cuerpo, pero no como producto de balazos. (En los altos círculos de la Iglesia Católica, incluidos los diplomáticos de la misma acreditados en el país, esa manipulación del cuerpo y las imágenes religiosas, generaron profunda indignación). 

Imágenes de esa naturaleza, como se puede observar, crearon reaciones adversas e hicieron ver que parecían ser producto no de una mentalidad legalista, sino de una auténtica vendetta, de una venganza. Eran fotos propias de una mentalidad típica del narcomundo. Por ejemplo eso de "bajarle los pantalones"...

El caso es que después de esas imágenes y el escándalo que generaron en todos los sectores, el Presidente Felipe Calderón realizó esos cambios en el área de seguridad nacional. Altamente significativos. Los analistas de inteligencia las han estado valorando, en virtud de algunbos otros elementos:

* Tello Peón estuvo al frente del CISEN durante el gobierno de Ernesto Zedillo. En ese sexenio, se llevaron a cabo "filtraciones" de llamadas telefónicas y demás, que tendían a desprestigiar al ex Presidente Carlos Salinas de Gortari y su familia, a través de programas informativos de TELEVISA, por ejemplo, cuya presidencia del área de noticieros era ocupada --y hasta la fecha--, por un excolaborador cercano de Ernesto Zedillo. 

* Como parte aparente del "paquete" de funcionarios heredados por el zedillato, Vicente Fox colocó a Tello Peón el frente del sistema de reclusorios, pero se desprendió de él, después de que El Chapo Guzmán escapó de la cárcel.

* Felipe Calderón lo rehabilitó, junto con otros miembros del equipo zedillista, y lo llevó al área de seguridad. Lo ascendió y ahora lo desciende, en momentos significativos. 

Frente a todo este cúmulo de hechos, analistas de inteligencia estiman que finalmente el Presidente Felipe Calderón, al tercer año de su gobierno, comienza a tomar las riendas del área de seguridad nacional, con gente propia, en el esfuerzo de conseguir que la lucha contra las bandas de narcotraficantes sea pareja y evitar que se consolide un solo cartel.

Years ago, newspaper readers in Mexico complained that because of the cheap ink acquired publishers for printing of newspapers, their hands were stained black. Today, however, many no longer want to buy and read newspapers because every day I see so many photographs of individuals, families and groups killed by drug traffickers, which the hands are stained with blood ...

Having lost the general elections last July, and cause his political party became a minority in Congress, having aproyarían voters believed the war that his government frees shot against drug gangs, Mexican President Felipe now Calderon appears to continue losing support:

1 .- Mexican bishops have publicly demanded an end to military involvement in these tasks.

2 .- Inhabitants of one of the states most affected by street killings among drug dealers, held a public demonstration to demand an end to military intervention, because of human rights violation committed.

3 .- Employers of the border did the same, arguing that elements of the army were charging them a kind of protection fee.

Those are the facts. Why should the failure of the government of Felipe Calderón in a shooting war that began in the state of Michoacan and has now spread throughout the Mexican territory? 

There are several reasons that lead to intelligence analysts to believe that Calderon fell into a trap:

A) The violence in the Mexican state of Michoacan, where Calderon was born indeed, was between gang members fighting for territorial control, both for marketing and for drug production. Calderon decided to intervene, immediately mixing the armed forces, in what appeared an attempt to strike a dramatic blow, ie to end the violence in that state immediately, with a striking armed operation. Calderon's government was being questioned at the time by the left, which accused him of illegitimate, and maybe close advisers to President advised him to take evasive lavish, which would legitimize to every nation, appearing determined, forceful, effective.

B) It was soon noticed that despite the spectacular military deployment, violence is not only kept in that state, but increased. The media and the general public began to doubt the effectiveness of the plan implemented.

C) As if that were not enough, media and Proceso magazine, also questioned one of the main drivers of the operation, the owner of the Federal Public Security Secretariat.

D) The increase in violence and questioning people about the effectiveness of government intervention in the armed cartels battle for control of territory, apparently led to elements of the military forces to play one of the most sensitive for drug: the detention of their relatives. A sort of unwritten code among international mafias seem to establish the covenant not to touch the families of the mafia. By doing in Mexico, the bands not only increased their armed actions, but extended to virtually the entire national territory and included as targets, police and military installations.

E) In addition, drug gangs began to settle deployed on the streets of different cities of Mexico, which accused government officials responsible for combating gangs, to benefit a particular group, to the detriment of all other .

F) The main complaint is that the band most benefited by the actions of some groups is official of Joaquin Guzman Loera (a) El Chapo, whose power would have been greatly strengthened since he escaped from a Mexican prison in the previous government.

G) reaches such a degree of estimation in some international intelligence circles that the biggest beneficiary is the group of El Chapo, even Forbes magazine has cited repeatedly latter, as one of the richest and most powerful men at internationally.

H) is also talk of the economic benefits that have special representatives of the manufacturers of weapons and ammunition which have been highly benefited by the sales they have made in Mexico over the past three years.

What can detach from the above?

1 .- What to Felipe Calderón allegedly led to believe that military intervention would be short and decisive.

2 .- Much like the Soviet Union in Afghanistan, and now in Afghanistan and Iraq itself, the Mexican army has been trapped in a long term war, and that like what happened to Soviet and American, becomes in a debilitating war, unpopular and extremely difficult to win because they face not a regular army, but scattered individuals and mixed companies like fish in water.

3 .- That the government has eroded in a pure war of bullets, but without being accompanied by a comprehensive, permanent, inter-and multidisciplinary, the consumption and production of narcotics.

4 .- That the government offices responsible for promoting social development, have failed to perform a task effectively, with the aim of finding alternative income honest, productive and rewarding for men and families of agriculture, who are inclined to participate with drug gangs, to cleave to economic resources and the prevalence of ineffective, outdated structure strengthened by the Cardenas Ejido.

Moreover, it is clear that guerrilla warfare, which seeks to make long and exhausting, is to discredit both the legally constituted government and its armed forces and in this sense, it is worth noting the role that seem to want play the liberation theologians, that the bishop of Saltillo, Raúl Vera ahead, while enshrining the former leader of the Mexican Electricians Union, also call for the withdrawal of the Mexican army on the streets. * ¿CAYO EN UNA TRAMPA EL GOBIERNO DE CALDERON?

* LA GUERRA CONTRA EL NARCO: PROLONGADA, DESGASTANTE E IMPOPULAR

Hace años, los lectores de periódicos en México se quejaban de que debido a la barata tinta que los editores adquirían para la impresión de los diarios, las manos  quedaban manchadas de negro. Hoy, por el contrario, muchos ya no quieren comprar y leer los periódicos, pues todos los días aparecen tantas fotografías de individuos, familias y grupos asesinados por narcotraficantes, que las manos quedan manchadas de sangre...

Después de haber perdido las elecciones generales celebradas en julio pasado y provocar que su partido político se convirtiera en minoritario en el Congreso, al haber creído que los votantes aproyarían la guerra que su gobierno libra a balazos contra bandas de narcotraficantes, ahora el Presidente mexicano Felipe Calderón parece que sigue perdiendo respaldo:

1.- Obispos mexicanos han demandado públicamente que cese la participación del ejército en esas tareas.

2.- Habitantes de uno de los estados más afectados por las matanzas callejeras entre narcotraficantes, realizaron una manifestación pública para demandar el cese de la intervención del ejército, debido a la violación de derechos humanos que ha cometido.

3.- Empleadores de la frontera hicieron lo mismo, al aducir que algunos elementos del ejército les estaban cobrando una especie de cuota de protección.

Esos son los hechos. ¿A qué se debe el fracaso del gobierno de Felipe Calderón en la guerra a balazos que inició en el estado de Michoacán y ahora se ha extendido por todo el territorio mexicano? 

Varios son los motivos que llevan a los analistas de inteligencia a creer que Calderón cayó en una trampa:

A) La violencia en el estado mexicano de Michoacán, donde por cierto nació Calderón, se presentó entre miembros de bandas que luchaban por el control territorial, tanto para el mercadeo como para la producción de droga. Calderón decidió intervenir, mezclando de inmediato a las fuerzas armadas, en lo que pareció el intento de asestar un golpe espectacular, es decir, de acabar con la violencia en ese estado de manera inmediata, con un operativo armado llamativo. El gobierno de Calderón estaba siendo cuestionado en esos momentos por la izquierda, que lo acusaba de ilegítimo, y quizá asesores cercanos al Presidente le aconsejaron realizar una maniobra fastuosa, en la que se legitimaría ante toda nación, presentándose decidido, contundente, eficaz.

B) Pronto se vió que a pesar del espectacular despliegue militar, la violencia no se sólo se mantenía en esa entidad, sino que aumentaba. Los medios de comunicación y el público en general, comenzaron a dudar de la eficacia del plan implementado.

C) Por si lo anterior no bastara, medios de comunicación como la revista Proceso, cuestionaron además a uno de los principales responsables del operativo, al titular de la Secretaría de Seguridad Pública Federal.

D) El incremento de la violencia y el cuestionamiento popular sobre la efectividad de la intervención gubernamental armada en la batalla de los carteles por el control del territorio nacional, aparentemente indujo a elementos de las fuerzas oficiales a tocar uno de los puntos más sensibles para los narcotraficantes: la detención de familiares de éstos. Una especie de código no escrito entre las mafias a nivel internacional, parece establecer el pacto de no tocar a los familiares de los mafiosos. Al hacerlo en México, las bandas no solo incrementaron sus actos armados, sino que los extendieron a prácticamente todo el territorio nacional e incluyeron  como objetivos, instalaciones policiacas y militares.

E) Además, las bandas de narcotraficantes comenzaron a colocar desplegados en las calles de distintas ciudades del territorio mexicano, en los que acusaban a funcionarios gubernamentales encargados de la lucha contra las bandas, de beneficiar a determinado en grupo, en detrimento de todos los demás. 

F) La principal queja es que la banda más beneficiada por las acciones de algunos grupos oficiales es la de Joaquín Guzmán Loera (a) El Chapo, cuyo poder se habría fortalecido enormemente a partir de que escapó de una prisión mexicana en el gobierno anterior.

G) Llega a tal grado la estimación en algunos círculos de inteligencia internacionales que el más beneficiado es el grupo de El Chapo, que incluso la revista Forbes ha citado a éste último en forma reiterada, como uno de los hombres más ricos y poderosos a nivel internacional.

H) Se habla también del beneficio económico extraordinario que han tenido los representantes de los fabricantes de armas y municiones, que han resultado altamente beneficiados por las ventas que han realizado en México durante los últimos tres años. 

¿Qué se puede desprender de todo lo anterior?

1.- Que a Felipe Calderón presuntamente se le hizo creer que la intervención militar sería corta y contundente.

2.- Que al igual que la Unión Soviética en Afganistán, y ahora Estados Unidos en Afganistán mismo e Iraq, el ejército mexicano ha quedado entrampado en una guerra de largo plazo; y que al igual que lo sucedido a soviéticos y estadunidenses, se convierte en una guerra desgastante, impopular y extraordinariamente difícil de poder ganar, dado que se enfrentan no a un ejército regular, sino a individuos desperdigados y mezclados en las sociedades como peces en el agua. 

3.- Que el gobierno se ha desgastado en una guerra de puros balazos, pero sin estar acompañada de un programa integral, permanente, interinstitucional y multidisciplinario, contra el consumo y la producción de estupefacientes.

4.- Que las oficinas gubernamentales encargadas de la promoción del desarrollo social, no han logrado realizar una tarea efectiva, con el propósito de encontrar alternativas de ingreso honesto, productivo y remunerador para los hombres y familias del agro, que se ven inclinados a participar con las bandas del narco, para allegarse recursos económicos ante la prevalencia de la ya inoperante, obsoleta estructura ejidal fortalecida por el cardenismo.

Por lo demás, es evidente que en una guerra de guerrillas, lo que se busca al hacerla prolongada y desgastante, es desacreditar tanto al gobierno legalmente constituido como a sus fuerzas armadas; y en este sentido, vale la pena destacar el papel que parecen querer jugar los teólogos de la liberación, que con el obispo de Saltillo, Raúl Vera por delante, al tiempo que sacraliza al dirigente del exSindicato Mexicano de Electricistas, también pide el retiro del ejército mexicano de las calles.
